EnCon Services is dedicated to providing
quality technical assistance and services to our clients under the
Bulgarian Energy Efficiency and Renewable Energy Credit Line (BEERECL)
project. Encon Services also has a zero tolerance policy towards
impropriety.
Project Sponsor and Participating Banks
under the BEERECL project are encouraged to contact Mr. Peter Borgo, Project Manager at EnCon Services,
on any questions, comments or concerns regarding any aspect of EnCon's
staff work and/or behaviour.
First level of appeal
If an Applicant disagrees with a
negative eligibility determination, he has the right to appeal the
decision. Within 30 days of
receiving the initial determination, he may appeal the decision by
submitting a letter stating the case for reconsideration in the English
language, along with an English translation of the Application Form, to: Mr.

Any supporting documentation will also
need to be submitted in English. A written response to the appeal (by
electronic mail or fax) will be made by Mr. Peter
Borgo within 15 days of receiving the appeal request.
Second level of appeal
If the Applicant still does not agree
with a negative decision at the first level of appeal, he may appeal a
second time to the funding agency, the European Bank for Reconstruction
and Development (EBRD) through its Manager for this project: Ms.

The second appeal will only be
considered if it is done within 30 days of the date of the first appeal
response letter. To appeal at the second level, the Applicant should
provide an English language copy of the original application, a copy of
his first appeal letter and the written response from Mr. Borgo. The EBRD will consider the final appeal
letter within 30 days and will inform the Applicant of its decision in
writing. Should the decision remain negative, then the Applicant can
appeal no further.
If the Applicant receives a negative determination of eligibility
after direct consultation with EBRD, the Applicant’s appeal will be
directed to EBRD by the Project Team at the first level of appeal, rather
than going through the two-stage process.
